The Wilmington Planning Commission has approved changes to the land code that could allow for the construction of more duplexes in the downtown area. The amendment would impact nearly 850 properties within the R-3 residential district, permitting property owners to build duplexes where current regulations prohibit them.
The proposed changes, which will be reviewed by the Wilmington City Council on January 6, 2026, aim to address barriers to missing middle housing, which includes housing types like duplexes and townhomes.
The Planning Director, Linda Painter, noted that the current code restricts duplexes on R-3 lots smaller than 4,000 square feet, while accessory dwelling units are permitted. The commission discussed new criteria for duplex construction, including facade orientation, street-facing entrances, and porch requirements to maintain neighborhood character.
Some commissioners expressed concerns about the porch requirement, questioning its necessity, while others supported it as a means to enhance community interaction. The commission ultimately reached a consensus to remove the porch requirement from the recommendation but retained other design standards to ensure compatibility with the neighborhood.
