Randy Katz, a 60-year-old man from Henderson, has been arrested and charged with one felony count of willful or malicious torture of an animal. According to the Henderson Police Department, Katz is accused of throwing a dog into a trash bag, which subsequently led to the dog's death.

Reports indicate that the incident occurred on November 4th, when a resident, Shawn Scibilia, discovered the dog, named Baily, inside a trash bag while retrieving his recycling bin. Baily was found alive but exhibiting labored breathing.

Scibilia and his wife quickly took the dog to Inspirada Animal Hospital, where veterinarians noted that Baily had sustained puncture wounds near her neck and severe dehydration. Tragically, despite medical efforts, Baily went into cardiac arrest and died shortly after hospitalization.

Katz reportedly told police that he believed Baily had been attacked by a coyote, which he claimed had bitten her and left her lifeless. He stated that he did not want his girlfriend to see the dog's injuries, leading him to wrap Baily in a trash bag.

The report reveals that Katz had previously received Baily from a coworker of his late wife, indicating a long-standing relationship between Katz and the dog. Following the loss of his wife to cancer and his mother's recent passing, Katz's living situation appears to have deteriorated, with police noting three dogs at his home during a prior visit.

Katz's account included that Baily managed to escape the house and was found on the street. Evidence collected from Katz’s home included a trash bag, blue medical gloves, and swabs of what appeared to be blood.

Katz admitted to placing Baily inside the trash bag after believing she was dead. The incident highlights ongoing concerns regarding animal welfare and crime in the Las Vegas area, as community members react to the shocking nature of the event.
