Admiral Giuseppe Cavo Dragone, the chair of NATO's military committee, has emphasized the need for the alliance to consider pre-emptive strikes as a form of defense against Russia. In statements made to The Financial Times, Admiral Dragone highlighted the effectiveness of NATO's enhanced deterrence measures, particularly referencing Operation Baltic Sentry, which countered Russian sabotage operations against underwater power and data cables in 2023 and 2024.

He noted that since the operation's implementation, there have been no further incidents, suggesting that NATO's proactive measures have successfully deterred aggression. Furthermore, Admiral Dragone pointed out that NATO's current approach to cyber threats is largely reactive, calling for a shift towards a more aggressive and proactive stance.
